New £360 million public sector refurbishment framework creates opportunities for SMEs

A new £360 million framework to deliver housing and non-residential refurbishment aims to drive local investment, with over 70% of appointed companies SMEs.
The Refurbishment and Modernisation (RM3) framework is being delivered over the next four years by not-for-profit public sector construction framework provider LHC Procurement Group (LHC).
A total of 70 companies from across England, Wales and Scotland have been appointed to the framework – which aims to drive investment within communities, with contractors well placed to create local jobs and support regional supply chains. It also reflects LHC’s ambitions to drive greater inclusion of SME businesses within frameworks.
Projects delivered through the framework are expected to have a significant economic benefit says Dean Fazackerley, Head of Technical Procurement at LHC.
He explained: "We designed RM3 to ensure the appointment of high-quality contractors with strong regional connections across the marketplace. This supports our clients and partners to deliver social value, environmental commitments and economic growth at a local level across England, Wales and Scotland."
As the successor to LHC’s previous successful Whole House Refurbishment frameworks WH1 and WH2, RM3 offers social housing providers and public sector organisations the flexibility to procure a range of refurbishment works to meet their asset management and improvement requirements.
It provides a range of refurbishment solutions for both residential and non-residential buildings – including care homes, community facilities and public offices – across the following five workstreams:
- kitchens and bathrooms with associated works
- electrical works
- painting and decorating
- environmental and external works
- multi-disciplinary works.
The framework is worth £210 million in England, £50 million in Wales, and £100 million in Scotland over its duration. It is available to use for both direct award and mini competition to suit each client’s needs and can be used in conjunction with LHC’s supply frameworks such as kitchens.
